Oliver is a music theorist and scholar of 20th-century British music. In addition to working as a Musicianship Teacher in the RCM Junior Department, he is also Departmental Lecturer in Music Analysis at the University of Oxford, and College Lecturer at Keble and Queen's. His first monograph, Twelve-Tone British Guitar Music and Julian Bream, was accepted for publication in the Guitar Foundation of America's Refereed Monograph Series in June 2022; he is also co-writing a book with Professor J. P. E. Harper-Scott titled Return to Riemann: Tonal Function and Chromatic Music, which is under contract with Routledge for October 2022. He has had articles published in journals such Music Theory Online, Music & Letters, and Music Theory and Analysis. In 2022, he was appointed to the editorial board of Soundboard Scholar.

Oliver is also a keen guitarist. He was awarded the guitar-departmental performance prize during his master's studies at Trinity Laban, Conservatoire of Music and Dance, and the Alice Dougherty Prize for the best final year recital at Royal Holloway. He is a guitar teacher at Newton Preparatory School in Battersea.
